US declines to cite China as currency manipulator (AP)

WASHINGTON ? The Obama administration on Tuesday declined to label China a currency manipulator after seeing recent increases in the value of the yuan compared to the dollar.

The decision angered some manufacturing groups, which have accused Beijing of artificially holding down the value of its currency to gain trade advantages. A cheaper yuan makes Chinese goods less expensive when they are shipped to the United States. It also makes U.S. goods more expensive in China. Both could increase the U.S. trade deficit with China, which is on pace to hit a record high this year.

The Treasury Department said the yuan has appreciated 12 percent against the dollar in the past 18 months, after adjusting for inflation. In addition, the department said in a semi-annual report that China promised at two high-level meetings last month to make the yuan's exchange rate more flexible.

Still, yuan is "substantially undervalued" and its appreciation "is insufficient and more progress is needed," the report noted. The department will "press for policy changes that yield greater exchange rate flexibility" and "level the playing field."

The currency report evaluates exchange rate policies of all major U.S. trading partners. It was scheduled to be released on Oct. 15, but the administration delayed its release until after last month's meetings.

Former Massachusetts Governor Mitt Romney, a leading candidate for the Republican presidential nomination, has criticized the administration for refusing to cite China for manipulating its currency. Romney said in October that, if elected, he would take that step on his first day in office. That could lead to trade sanctions against China.

Scott Paul, executive director of the Alliance for American Manufacturing, also questioned the decision.

"I'm disappointed that President Obama has now formally refused six times to cite China for its currency manipulation, a practice which has contributed to the loss of hundreds of thousands of American manufacturing jobs," Paul said.

Paul urged the House to pass legislation approved by the Senate that would make it easier to cite China for unfairly manipulating its currency. Many manufacturers argue that China's currency is undervalued by as much as 40 percent.

House Speaker John Boehner, R-Ohio, has opposed the measure.

China has recently taken action that could result in the yuan appreciating without prodding from the U.S.

China and Japan agreed this week to accept the others' currency when trading. Currently, they each convert their currency to dollars. That has made trade between the two Asian economic giants more expensive.

The change could reduce the importance of the dollar in Asia, the world's fastest-growing region. But it could also help the yuan trade more freely on international markets, which could result in it appreciating against the dollar.

Obama sees approval rating rise. Is it the economy or something else?

Gallup polling shows Obama enjoying his highest approval rating since July. Possible boosts include the economy and his clash with the GOP over the payroll tax cut. But he remains vulnerable.

President Obama has enjoyed a rebound in popularity, putting him in a stronger position to defend his presidency in next year's election campaign.

Of course, there's a long way to go between now and a 2012 vote that's still more than 10 months away.

But for Mr. Obama, the important thing for now is that his job approval ratings are moving generally up rather than down, despite attacks by Republican rivals and a still-weak economy.

The latest sign: Gallup polling shows the president garnering 46 percent approval from American adults, the highest level since July and a big run-up after starting the month of December at 41 percent.

Various polls of Obama's job approval, averaged by the website RealClearPolitics, show the same recovery over the past month.

Why the reversal of fortunes, after a summer downdraft in public support?

One big factor is that presidential ratings can be, in part, a mirror of how people feel about the economy and their own prospects. And on that front, the consumer outlook is that the economy is weak but improving.

On Tuesday, a widely watched index of consumer confidence, released by the Conference Board in New York, rose for December to 64.5, up from 55.2 a month earlier. (A reading of 100 on the index would equal the optimism seen in 1985.)

"After two months of considerable gains, the Consumer Confidence Index is now back to levels seen last spring," said Lynn Franco, director of research at the Conference Board. "It is too soon to tell if this is a rebound from earlier declines or a sustainable shift in attitudes."

The revival of consumer confidence, in turn, has come as the job market has shown signs of progress, the stock market stabilized, and European nations have made progress toward quieting a financial crisis.

Another reason the Obama brand name has gained ground, political analysts say, is the partisan fight over renewing a payroll tax cut for US workers. Amid a partisan stand-off, the president appears to have successfully cast himself as standing for middle-class interests.

House Republicans have supported the idea of a full-year extension for the tax break, but until recently looked unwilling to strike a compromise on a plan moved by Democratic-controlled Senate.

Assuming an extension of the payroll tax cut comes through, Obama can tout a win for average Americans ? something he fought for and delivered that affects their bank accounts.

But if Obama is back in competitive territory, he remains vulnerable. As of the latest Gallup numbers (an average of its latest three days of polling), his disapproval rating is two points higher (48 percent) than his approval rating (46 percent).

Typically, sitting presidents who win reelection have had approval ratings above 50, Gallup says.

A lot will depend on where Obama's presidency heads from here, how the Republican campaign against him shapes up, and how the economy performs. For now, the race for president looks like it could be close.

A mid-December matchup by Gallup's shows voters opting for Obama over Mitt Romney as a Republican nominee by a 50-to-48 margin. The poll got the same result for another hypothetical matchup, Obama versus Newt Gingrich.

LA coroner says Heavy D died of natural causes (AP)

LOS ANGELES ? The Los Angeles coroner's office says Jamaican-born rapper Heavy D died of natural causes.

The self-proclaimed "overweight lover" of hip hop, who became one of rap's top hit makers with a combination of humor and positivity, collapsed outside his Beverly Hills home on Nov. 8. The 44 year-old rapper, whose real name was Dwight Errington, died later at a hospital.

Coroner's office spokesman Craig Harvey said Tuesday that weight and a transcontinental jet flight were contributing factors.

The cause of death was pulmonary embolism and deep leg vein thrombosis. He also had arteriosclerotic cardiovascular disease.

Heavy D became one of the genre's most integral stars in the late 1980s and early 1990s. His hit "The Overweight Lover's in the House" played up his hefty frame.

That being said, white may be the worst color to use. I can't keep my black phones clean. It wouldn't even be a fair fight for me. I like the looks of the Radar, but, wow, I would have it 4 different shades of grimey in a couple of months.

John Edwards asks to delay trial, citing illness

RALEIGH, N.C. (AP) ? Former presidential candidate John Edwards says he has been diagnosed with a medical condition that would make it difficult for him to attend his approaching criminal trial over campaign finances and is asking for it to be delayed.

In a motion filed Thursday, Edwards' lawyers asked a federal judge to delay the start of the Jan. 30 trial for at least two months. They did not disclose his illness and filed sealed records with the court.

"The Defendant has a medical issue ... that will prevent a trial of this matter during the January 2012 Criminal Term," the motion says. "The failure to grant a continuance would be likely to result in a miscarriage of justice."

Members of the defense team could not immediately be reached for comment.

Federal prosecutors filed a separate motion opposing the delay, saying they are ready to try Edwards on six felony and misdemeanor counts related to nearly $1 million from wealthy donors used to help hide his pregnant mistress during his 2008 run for the While House.

Edwards, a Democrat, denies knowingly violating the law and has pleaded not guilty.

The start date of the trial has already been put back once after Edwards said he needed more time to prepare his defense and attend his daughter's wedding.

Edwards appeared healthy last week at a pretrial hearing in the case.

Kepler Discovers First Earth-Sized Exoplanets

"The planets, called Kepler-20e and Kepler-20f, are too close to their star to be in the so-called habitable zone where liquid water could exist on a planet's surface"

Zzzzzzz??? Really??

Twenty five years ago, finding an exoplanet was considered to be some forward looking science that might not ever happen, and the belief then was that planets were likely quite rare. Ten years ago we'd found some planets, but they were all gas giants.

Now, we find a planet which is close to Earth in size, in a solar system with 5 planets in it, 1000 light years away That's some heavy stuff.

If you're incapable of understanding that this is actually pretty significant, maybe you should go back to your coloring books... the estimate of the number of planets there are likely to be in our galaxy alone has likely gone up by several orders of magnitude in the last 20 years or so.

We're quickly changing from "oh there's likely not many planets" to "the universe is full of them"... it's hard not to think that even if it's not what we'd call intelligent life, there's likely more than a few places that have evolved some form of life.

The more we see stuff like this, the more we see just how vast and astounding the universe around us actually is.

House Republicans oppose Senate payroll tax bill (Reuters)

WASHINGTON (Reuters) ? House Speaker John Boehner threw into doubt the fate of a popular tax break for workers on Sunday, saying he and his fellow House Republicans oppose the two-month extension backed by the Senate and want something longer passed before the holiday break.

Boehner said on NBC's "Meet the Press" program he wants a one-year extension of the reduced rate for U.S. payroll tax paid by workers to fund Social Security.

"It's pretty clear that I and our members oppose the Senate bill. It's only for two months," Boehner said, adding this was "kicking the can down the road."

The Senate passed a two-month extension on Saturday but Boehner said he wanted to work out differences with the Senate before the end of the year, when the tax cut expires.

The biggest sticking point for a year-long extension is how to cover the $120 billion in lost revenue. Republicans are demanding spending cuts to cover the cost and Democrats want to pay for it by closing some tax breaks for the wealthy.

Boehner said Congress should stay in Washington and pass the longer extension before going home for the holiday break.

Beyond a one-year extension, Boehner said House Republicans are demanding reforms to the federal unemployment insurance program to cut the number of weeks for benefits - measures largely opposed by Democrats.

The package also includes a provision to avert a pay cut for doctors treating the elderly on the Medicare healthcare program.

"How can you do tax policy for two months?" Boehner said. "We really do believe it's time for the Senate to work with the House to complete our business for the year. We've got two weeks to get this done. Let's do it the right way."

President Barack Obama, a Democrat, says the lower 4.2 percent payroll tax rate will help boost economic growth. Without congressional action, the rate on the tax workers pay into the Social Security retirement fund will snap back to 6.2 percent.

White House economic adviser Gene Sperling was more optimistic about the prospects for the Senate-passed shorter extension.

"I really think it is very unlikely that the House would disrupt this compromise ... six days before Christmas," Sperling said on CNN's "State of the Union" program on Sunday.

6 ways Mitt Romney is trying to prove he's 'human' (The Week)

New York ? Goodbye, Rombot. Hello, sensitive human? Here's how Team Romney is trying to make the super-rich, often-wooden candidate seem like the rest of us

"Meet Mitt Romney, human," says Reid J. Epstein in Politico. With the GOP nomination seemingly fading from sight, Team Romney has been working overtime to soften the so-called "Rombot" candidate who's been on display all year. The push to "humanize" Romney ? a strategy his campaign team disavows ? has its skeptics. But it's pretty clear, says Ashley Parker in The New York Times, that the often "inscrutable, overly polished, and occasionally robotic" candidate "is striving mightily to humanize himself just three weeks before the first round of voting begins." How? Here are six ways:

1. Deputizing his family
The humanizing effort began last week with a spate of TV ads emphasizing Mitt the Family Man. And to "show his softer side," says Philip Rucker in The Washington Post, Romney "has been campaigning more frequently with his wife, Ann, and their family." He's had various of his five sons introduce him at events, and is telling more personal anecdotes about his family life. The subtext may be a swipe at thrice-married GOP frontrunner Newt Gingrich, but it's also tactically "good to remind Iowans of how strong he is from a family standpoint," says unaligned Iowa GOP congressman Steve King.

SEE MORE: Mitt Romney: 'Boring' by design?

?

2. Sending his wife to talk about his unseen side
Beyond featuring wife Ann in ads, Romney is sending her out to smaller private fundraisers to talk about "the side of Mitt people don't see or don't hear about." In other words, says Jessica Grose in Slate, "she's trying to make Mitt seem less stiff, and more fun." It might work, but if she wants to improve on "her first attempt at Mitt humanization circa 2007," Ann Romney is going to have to be a little more "specific, intimate, and revealing." It's nice that Mitt stood by her through breast cancer and multiple sclerosis, but Ann will have to "up the personal disclosures if she wants to crack that lacquered image that most people have of her husband."

3. Talking about his Mormonism
The Dec. 10 debate marked the first time in four years that Romney brought up being a Mormon, and he's only upped the religion talk since, discussing his stints as a missionary in France and as a stateside counselor to struggling Mormons. In "racing to humanize a distant and sometimes awkward politician...," say Ben Smith and Maggie Haberman in Politico, Team Romney just "smashed personal red lines the candidate spent decades erecting." He's even joking about his religion, claiming that he "encouraged the guys" who created the lewd, satirical Broadway hit The Book of Mormon, "because I thought that'd be really helpful."

SEE MORE: Why Fox News viewers don't like Mitt Romney: 4 theories

?

4. Talking (maybe too much) about his hardships
Mitt's Mormon remembrances included new details about his two-year missionary stint that weren't even in his autobiography. Insisting he wasn't "living high on the hog" in France, Romney told a crowd on Sunday that he'd subsisted on $110 a month, in bare-bones apartments often without refrigerators, showers, or even toilets. Instead of toilets, he had "little pads on the ground, OK?" he elaborated. "You know how that works, all right. There was a chain behind you with a bucket ? it was a bucket affair." I get that he's trying to "shed his robotic image,"?says Zeke Miller in Business Insider. But that's "a definitional case of the phrase 'Too Much Information'."

5. Meeting the press more
After facing criticism for avoiding the press, and then blowing an on-air chat with Fox News'?Bret Baier, Romney has dramatically boosted his access to reporters. More is needed, American University political scientist Leonard Steinhorn tells the Boston Herald. "If he wants to humanize himself, he better work as quickly as possible and work as many media outlets as possible," especially Jon Stewart's Daily Show. Romney himself seems cool to the idea, telling the Herald he'd "much rather have a setting that's fun, and give-and-take."

SEE MORE: How Romney could lose to Gingrich... just like Romney's dad lost to Nixon

?

6. Talking about how equally un-human his rivals are
Romney's estimated $200 million in wealth may make him seem removed from everyday Americans, but he "doesn't want to be cast as the only rich person in the race for the Republican presidential nomination," says Brian Montopoli in CBS News. On Wednesday Romney pointed out that Gingrich is also "a wealthy man, a very wealthy man," adding that "if you have a half a million dollar purchase from Tiffany's, you're not a middle class American." Zing! Gingrich is worth at least $6.7 million.

Katy Perry's 'One That Got Away' Ties Billboard Record

What do Katy Perry, Janet Jackson and George Michael all have in common? Well, aside from making catchy tunes, they are also the only three artists to spawn six top-five hits from a single album on the Hot 100 chart in Billboard history.

Thanks to Katy's latest Teenage Dream single, "The One That Got Away," jumping five spots from #9 to #4, she tied the two pop stars.

It's been a while since anyone matched George and Janet. Michael did it in the mid-'80s with his album Faith, which included hits like the title track, "I Want Your Sex" and "Father Figure." Jackson followed him several years later with Rhythm Nation 1814, which launched hits like "Love Will Never Do (Without You)," "Escapade" and "Black Cat."

This is hardly Perry's first Billboard record. She previously tied with Michael Jackson and his Bad album when she notched five #1 singles from her 2010 album. Those five chart-toppers are "Last Friday Night (T.G.I.F.)," "California Gurls," "Teenage Dream," "Firework" and "E.T." And now, she's set her latest record with "The One That Got Away."

"This song shows a very different side of me that I haven't shown with my past singles on this record," Perry has previously said about the Teenage Dream midtempo track. "I think that everyone can relate to this song. I wrote this song about when you promise someone forever, but you end up not being able to follow through. It's a bittersweet story — hopefully, the listener learns from hearing it and never has to say they had 'The One' get away."

Another Dream megahit, "Firework," sits at #10 on MTV's Best Songs of 2011 list. Perry's inspirational dance track is joined on the list by LMFAO's "Party Rock Anthem," Chris Brown's "Look at Me Now," Rihanna's "We Found Love" and Lady Gaga's "Born This Way," to name a few.

(AP) ? New Orleans Hornets officials say they've excused Chris Paul from a normally mandatory preseason media event.

Hornets spokesman Dennis Rogers says the decision to keep the star guard away from Wednesday's event at the New Orleans Arena was mutual.

Paul has not spoken to reporters since reporting for training camp last Friday.

The Hornets have sought to trade the four-time All-Star since the NBA lockout ended, but the league-owned team has been having trouble reaching a deal that satisfies NBA Commissioner David Stern, who is acting as the Hornets' owner.

Stern has nixed one trade with the Los Angeles Lakers because he did not think the Hornets were receiving enough in return. The Clippers also have tried to trade for Paul, but say the NBA's asking price is too high.
