(AP) ? Michael Jackson slept there. Vladimir Lenin harangued Bolsheviks there. Over the past century, the Hotel Metropol has seen the extremes of Russian life, from austere revolutionary fervor to flashy pop indulgence.

Now, at a starting price of 8.7 billion rubles ($272 million), the hotel is up for sale Thursday, auctioned off by the Moscow city government as part of its privatization program. That's expected to go higher ? in steps of 435 million rubles ($13.6 million) ? and where it will stop is anybody's guess.

"It's hard to tell what's justified" as a final price, said Tatiana Tikova, the director of the valuation department at the Colliers real estate brokerage in Moscow.

Officials haven't released the names of the prospective bidders, but news reports say Azimut and Khorston, two major Russian hotel chains, are expected to be among them.

Moscow, with a perpetual shortage of hotel rooms and a business culture that adores ostentation, is an attractive market for high-end hoteliers and the Metropol offers plenty of curb-flash.

Situated catty-corner from the Bolshoi Theater and an easy stroll from Red Square, the location is prime for any guest who wants to feel in the very center of the city's heaving action.

It's one of Moscow's most distinctive buildings as well, a cheery Art Nouveau confection in a city where buildings mostly seem to glower. Although at six stories it's one of the city center's more low-rise structures, it stands out with sinuous curves, friezes of women en deshabille and bands of brightly colored majolica tiles. Several elaborate mosaics top the building, the most noted being Mikhail Vrubel's "Princess of Dreams," showing a dying knight sailing through a crashing sea to a vision of his beloved.

Then, there's the historical cachet. When it opened in 1901, it was a paragon of Russians' growing prosperity and confidence, but 17 years later took on a far different role. When Bolsheviks decided to move their government from St. Petersburg to Moscow, the hotel was appropriated to become the Second House of the Soviets.

A large plaque on the exterior notes that in 1918-19, Lenin "many times gave reports and speeches at sessions and party congresses" in the hotel and chatted there with members of the "prodotryad," armed squads of workers who forcefully appropriated food from the bourgeoisie. Another plaque commemorates a 1921 meeting in the hotel that resulted in a friendship agreement with Mongolia.

In the chaos of World War II, the Metropol became home and office for almost all the foreign journalists allowed to work in the USSR. "Gloomy and cavernous, Mother Metropol was like a college fraternity house" during that time, Whitman Bassow wrote in his book "The Moscow Correspondents."

The auction winner will get all that, but won't get the hotel's elaborate array of antique furnishings and paintings. How much of that might be available for separate purchase is unclear. Natalya Bocharova, head of the city property department, said this month that an array of objects from the hotel will be turned over to museums.

The furnishings are a major part of the hotel's appeal. Jackson, during a 1993 stay, reportedly was so enamored with a lamp featuring a bear figure that he agitated unsuccessfully to buy it.

Despite its storied history and reputation, hotel review websites suggest the Metropol's rooms often are in need of spiffing up. Tikova said privatization should ensure the hotel gets an upgrade.

"It allows for more efficient management, it allows timely renovations," she said.

Penn St. riot ends aspiring Army officer's dream

Stints in jail. Hefty fines and restitution. Clouded futures. The consequences of their bad behavior have been steep for the Penn State students who took to the streets and rioted in the chaotic aftermath of Hall of Fame coach Joe Paterno's firing last November.

Perhaps none have learned a harder lesson than Justin Strine, a young man from central Pennsylvania whose planned career as an Army officer is over before it began ? the casualty of his own split-second decision to put his hands on a news van, and a judicial system that considered him as guilty as classmates who did far worse that dark night in State College.

As the fall semester gets under way Monday, Strine has returned to campus, along with 15 other students found to have taken part in a nationally televised riot that caused tens of thousands of dollars in damage and embarrassed Penn State.

As he resumes his studies, nothing's the same for the 21-year-old from Hummelstown. He spent part of his summer in jail. Far worse: He's been kicked out of ROTC, his dream of carrying on his family's proud military tradition now out of reach.

"I'm losing everything I worked my entire life for," Strine said.

Strine's father, a career soldier, questions whether that's a just result.

"I had to stand by and watch my son plead guilty to something he didn't do," said Jim Strine.

Penn State sanctioned 32 students for their involvement in the riot, suspending 10 of them from one to three semesters and giving probation to the rest, university spokeswoman Lisa Powers said. Dozens of students were criminally charged, as well, and the guilty pleas have piled up over the last several months.

An estimated 4,000 to 5,000 people poured into downtown State College on Nov. 9 after the Penn State board of trustees abruptly and unexpectedly fired Paterno ? the beloved football coach who led Penn State for nearly 46 seasons ? and removed President Graham Spanier over the Jerry Sandusky child sex-abuse scandal.

What began as a peaceful protest of Paterno's unceremonious dismissal quickly turned ugly as a "riotous mob," as State College police would later call it, threw bottles and rocks, damaged cars, and tore down light posts and street signs.

Strine was in his off-campus apartment when he learned of Paterno's firing. He and a few friends decided to head downtown.

It was a rare misstep in what had been a slow, steady climb toward the officer ranks.

Strine's father is a helicopter pilot and instructor whose 28-year career has taken him to Iraq and Afghanistan. His grandfather is a retired Air Force flight surgeon. His brother and sister, aunt and uncle, cousins ? all serve or have served. So it wasn't a surprise when Strine began plotting his own military career as an adolescent, reading the autobiographies of famed Army officers like Norman Schwarzkopf and Colin Powell.

At Penn State, Strine threw himself into ROTC as well as his studies, making the dean's list and spending the summer at Fort Benning, Ga., learning to jump out of airplanes. His goal: to be a pilot like his father.

"He was a good cadet," Jim Strine said.

A good cadet who made a bad decision the night of Nov. 9.

Strine had driven himself and a couple friends to the State College commercial district, where they joined thousands of other protesters. At one point Strine and his friend, Christina Assainte, found themselves in a large crowd moving toward a WTAJ-TV news van, where vandals were pelting it with rocks.

To the rippling chants of "Flip it! Flip it!" two young man approached the side of the van, motioning others to join them, a video recording shows. That set off a frenzied rush toward the van, and within seconds a large group started to push.

A second wave of spectators then pressed toward the front of the van, perhaps to get a better view. Strine and Assainte were in the front of that group.

With the vehicle already on two wheels and going over, Strine placed his palms on the hood. Four seconds later, the van was on its side. But that's all it took for police and prosecutors to charge him with felony counts of riot and criminal mischief ? the same charges filed against students who did the actual pushing.

"I always felt I was on a good path, and all the sudden I'm being made into a criminal. It was shocking to me they wouldn't even hear me out and let me explain that yes, I was there and shouldn't have been, but I wasn't this person they are making me out to be," Strine said. "No one ever looked at me as an individual. They looked at me as 5,000 Penn State rioters."

Terrified of being branded a felon, Strine agreed to plead guilty to reduced misdemeanor charges of disorderly conduct and criminal mischief. He served 30 days in jail ? getting out Aug. 4 ? and will either be on parole or probation until 2015.

The consequences didn't end there. Penn State suspended Strine for a semester, and he was booted from ROTC and will have to repay every dime of his scholarship money, a total of $34,000. He also owes $8,500 in court costs, fines and restitution.

Strine said he knows he never should have left his apartment that night, never should have been in the vicinity of the van, never should have laid a finger on its hood.

"The van was already going over. It was so crazy, it was mayhem, and in that moment you stop thinking," Strine said. "I know I wasn't completely blameless. I was there, I touched the van and that was wrong. That's why I was happy to do community service for Penn State. But the criminal justice system went overboard."

His father said he's not seeking to minimize or excuse Justin's involvement, but contended the district attorney's office was far too aggressive ? and his son's punishment far too severe.

"He owns something in this," Jim Strine said. "He just doesn't own what he's got."

Centre County District Attorney Stacy Parks Miller did not return multiple calls and emails seeking information about her office's handling of Strine's case or the other riot cases. Messages left with State College police Chief Tom King and Capt. Jim Grassmyer, scholarship and enrollment officer of Penn State's Army ROTC program, were not returned.

Powers, the Penn State spokeswoman, said any student who goes through the university disciplinary process can contest the charges or sanctions.

Day Two ? French ? Vegan Food For Thought

I also used a French wine in it (nothing fancy, just a Sainsburys? house one) to stick with the theme.? The recipe said to serve it with rice or bread and s amy kids would attack you for a baguette I went with that option.

Brain cancer research center invites public to be surgeon for a day

Swedish Neuroscience Institute invited the public behind the scenes Friday to see what it?s like to be a brain surgeon.

The event, which was intended to raise awareness of brain cancer and of the Seattle area's prominent role in research to combat the disease, had attendees drilling a fake skull, using a camera to plunge deep into a faux head, and even touching a real human brain specimen.

Neurosurgeon Dr. Greg Foltz led the event, walking the audience through a video of a recent brain surgery he had performed at Swedish.

Foltz has had personal experience with the disease. Until he was 24, he was a classically trained pianist on his way to The Julliard School in New York City. But he lost a loved one to brain cancer, and changed course to attend medical school and become a brain surgeon.

Foltz says brain cancer is an orphan disease, or one that doesn?t affect enough people to generate massive funding and advocacy. For that reason, Foltz organized the first Seattle Brain Cancer walk in 2008 to raise money, and he reserves one day a week to focus on patient advocacy.

Federal funding has been more difficult to get since the economic downturn in 2008, Foltz said. But local partnerships have generated funding to support new technologies and research at Swedish?s Ben & Catherine Ivy Center for Advanced Brain Tumor Treatment

The Ivy Center has also partnered with local organizations, including the Institute for Systems Biology, the Allen Institute of Brain Science, the University of Washington and Fred Hutchinson Cancer Research Center, among others.

East African Breweries sees more earnings growth

NAIROBI (Reuters) - East African Breweries posted a 24 percent rise in full-year pretax profit, driven by increased sales of its beer and spirit products, and predicted it would attract new customers to further boost earnings this year.

EABL Chief Executive Devlin Hainsworth said he expected earnings to grow further as the company targets customers who buy alcohol from the illicit and home brew market, which is estimated to be the same size as the established beer market.

"(The growth) is being driven right across the product portfolio and geographical markets," Hainsworth told investors at a briefing in Nairobi.

The company, which is controlled by Britain's Diageo, said pretax profit rose to 15.25 billion shillings.

Revenue rose 24 percent to 55.5 billion shillings for the 12 months to the end of June, lifted by a 21 percent growth in beer sales and a 47 percent growth in sales of spirits like Johnnie Walker.

Its regional markets also posted buoyant growth with Uganda and Tanzania recording growth of 38 percent and 76 percent, respectively, while the Great Lakes markets of Rwanda, Burundi and eastern Congo grew by 30 percent.

EABL's cost of sales rose 26 percent, outpacing the top line growth, mainly due to soaring inflation in the region during the year under review, it said.

The firm maintained its total dividend for the year at 8.75 shillings per share.

India faces Twitter backlash over Internet clampdown

NEW DELHI (Reuters) - The government faced an angry backlash from Twitter users on Thursday after ordering Internet service providers to block about 20 accounts that officials said had spread scare-mongering material that threatened national security.

The backlash came as New Delhi turned up the heat on Twitter, threatening "appropriate and suitable action" if it failed to remove the accounts as soon as possible. Several Indian newspapers said this could mean a total ban on access to Twitter in India but government officials would not confirm to Reuters that such a drastic step was being considered.

Twitter, which does not have an office in India, declined to comment. There are about 16 million Twitter users in the South Asian country.

The government has found itself on the defensive this week over what critics see as a clumsy clampdown on social media websites - including Google (GOOG.O), YouTube and Facebook (FB.O) - that has raised questions about freedom of information in the world's largest democracy.

"Dear GOI (Government of India), Keep your Hands Off My Internet. Else face protest" tweeted one user, @Old_Monk60.

India blocked access to more than 300 Web pages after threatening mobile phone text messages and doctored website images fuelled rumours that Muslims, a large minority in the predominantly Hindu country, were planning revenge attacks for violence in Assam, where 80 people have been killed and 300,000 have been displaced since July.

Fearing for their lives, tens of thousands of migrants fled Mumbai, Bangalore and other cities last week. The exodus highlighted underlying tensions in a country with a history of ethnic and religious violence.

According to documents obtained by Reuters, the government has targeted Indian journalists, Britain's Daily Telegraph, the Australian Broadcasting Corporation and Al Jazeera television in its clampdown on Internet postings it says could inflame communal tensions.

The directives to Internet service providers listed dozens of YouTube, Facebook and Twitter pages. A random sampling of the YouTube postings revealed genuine news footage spliced together with fear-mongering propaganda.

In Washington, the State Department urged New Delhi to balance its security push with respect for basic rights including freedom of speech.

"As the Indian government seeks to preserve security we are urging them also to take into account the importance of freedom of expression in the online world," State Department spokeswoman Victoria Nuland said.

Nuland said Washington stood ready to consult with U.S. companies as they discuss the issue with the Indian government, although it was not now directly involved.

"The unique characteristics of the online environment need to be respected even as they work through whether there are things these companies can do to help calm the environment," she said.

INDIAN JOURNALISTS TARGETED

The government says Google and Facebook have largely cooperated while Twitter has been much slower to respond.

"Every company, whether it's an entertainment company, or a construction company, or a social media company, has to operate within the laws of the given country," said Sachin Pilot, minister of state in the Ministry of Communications.

Twitter has been instructed to remove 28 pages containing "objectionable content," an interior ministry official said.

"If they do not remove the pages, the Indian government will take appropriate and suitable action," he added.

The government has ordered Internet service providers to block the Twitter accounts of veteran journalist Kanchan Gupta and television anchor Shiv Aroor. Some appeared to have begun complying with the order on Thursday as Twitter users reported difficulties in accessing their pages.

"It is a political decision, because of my criticism of the government," said Gupta, who was an official in the previous government led by the Hindu nationalist Bharatiya Janata Party.

The government's actions triggered a storm of criticism from Twitter users, with the hashtags #Emergency2012 and #GOIBlocks among the top trending topics on Twitter in India on Thursday. Some compared the situation with the state of emergency imposed by the government in 1975, when some journalists were jailed.

The Centre for Internet and Society, which analysed the 300 banning orders, found that they contained "numerous mistakes and inconsistencies." Some of the banned websites belonged to people trying to debunk the rumours, for example, it said.

"This isn't about political censorship. This is about the government not knowing how to do online regulation properly," said CIS programme manager Pranesh Prakash.

Parliament last year passed a law that obliges Internet companies to remove a range of objectionable content when requested to do so, a move criticised at the time by rights groups and social media companies.

Real Estate Investors: Non-traded REITs and Risk | Millionaire Corner

REITs are the most popular alternative investments among affluent Americans, but the products can expose real estate investors to a high level of investment risk. What are REITs? How do they vary?

REIT stands for Real Estate Investment Trust, a corporation that owns commercial real estate, such as hotels, rental apartments, shopping centers and storage units.? The corporation purchases its property by pooling assets from numerous real estate investors and, in exchange for preferential tax treatment, returns 90 percent of its taxable income to its shareholders.? Beyond these common features, REITS can differ in significant ways, and these differences have important implications for real estate investors.

REITs fall into three broad categories, public exchange-traded REITs, public non-traded REITs and private REITs. Both types of public REITS are registered with the U.S. Securities and Exchange Commission and must file a prospectus, as well as quarterly and annual reports. Exchange-traded REITs can be bought on national securities exchanges, and are considered to be fairly liquid investments, easy for real estate investors to buy and sell.

Non-traded public REITS are not listed on national securities exchanges and can be extremely illiquid, according to the Financial Industries Regulatory Authority, or FINRA, which regulates broker-dealers.? Non-traded public REITs can also charge relatively high front-end fees of up to 15 percent that can ?erode total return.? ?Many non-traded REITs lock in funds for a set period, after which the trust must liquidate or go public, but, according to FINRA, ?there is no guarantee that the value of your investment will have gone up ? and it may go down or lose all its value.?? Early redemption of non-traded REIT shares may involve restrictions and expensive penalties.

Private REITs, or private-placement REITs, carry ?significant risk? to real estate investors, according to FINRA. They are not listed on national securities exchanges and are generally exempt from SEC reporting requirements, according to FINRA.? The lack of disclosure can make it difficult for investors to make informed decisions about private REITs and the investments are typically sold only to more affluent and sophisticated investors accredited by the SEC.

REITs have gained appeal among affluent investors seeking income in a time of extreme stock market volatility and low interest rates, but all REITs pose investment risk. For one, REIT distributions are not guaranteed and can be suspended or halted. Distributions can also be funded through investor capital or borrowing, and this leveraging can increase the risk a REIT will default or lose value ? risk more typically associated with non-traded REITs, according to FINRA.

FINRA recommends the following tips to real estate investors considering non-traded REITs:

????????? Do not put all your assets in a single REIT or REIT family. Older investors, in particular, should ?be cautious? about investing large portions of their retirement nest egg in a single REIT.

????????? Do not invest solely based on current distributions of a non-traded REIT. The distributions can be suspended or halted, and may be funded through borrowing.

????????? Redemption policies of non-traded REITS can change, making the products difficult to sell.

????????? Be wary of claims that a non-traded REIT is about to go public. The process is lengthy and may never come to pass. If it does, shares may trade at a lower price that the current valuation.

????????? Be cautious about investing proceeds from one non-traded REIT into another, especially if both REITs are sold by the same securities firm.

????????? Real estate investors considering a non-traded REIT are urged to thoroughly research the product through its investor relations department and the SEC?s EDGAR database.?
